Strengthening Evidence to Assess Children’s Learning Outcomes Across Bangladesh

The Institute of Informatics and Development (IID), in collaboration with PAL Network, successfully conducted a three-day Training for Trainers (ToT) as part of the launch of the International Common Assessment of Numeracy (ICAN) and International Common Assessment of Reading (ICAR) nationwide survey, aimed at assessing the state of foundational literacy and numeracy among children in Bangladesh. 

The training was held from 23 to 25 July at the Nascent Gardenia Hotel, Baridhara, Dhaka. A total of seven participants from different regions of Bangladesh took part in the training. The ICAN-ICAR survey is a globally comparable assessment designed to generate reliable evidence on children’s reading and numeracy skills, supporting data-driven education planning and policy advocacy. 

During the first two days of the training, participants were introduced to the survey’s thematic background, assessment tools, and data collection methodology. The final day focused on practical application, including a mock data collection exercise conducted on 25 July. The training concluded with a hands-on field practice in a village in Keraniganj, where participants applied their learning in real-world settings. 

Throughout the three-day program, Muhammad Usman, Program Manager of PAL Network, actively engaged with participants, addressing questions related to PAL Network’s data collection processes and ensuring clarity on quality standards and implementation strategies. 

Following the completion of the Training for Trainers, the Master Trainers were set to travel across the country to conduct local volunteer trainings. These efforts aimed to facilitate nationwide data collection, ensure high-quality evidence generation, and uncover critical learning gaps among children, contributing to more informed educational policies and community-level action.
